Candidate Profile

The Technical Bid Manager is an essential member of the sales team, supporting business development initiatives as well as providing support to the Marketing department. Based in our Tampa Florida, offices, the Technical Bid Manager is in charge of managing the coordination, completion and handover of tender proposals for our clients and prospects. This is a key position with a great deal of involvement in the sales process and a decisive influence in the achievement of each deal.

To be able to perform this task, the Technical Bid Manager needs to possess a solid technical background, outstanding writing capabilities and proven experience in pre-sales or consulting endeavors, always facing the client and having to put together complex IT proposals or projects.


  • Plan, manage and respond complex tender answers and unsolicited proposals.
  • Track and identify open tenders in the United States Election space.
  • Assess requirements and craft appropriate solutions that are sound and cost-effective.
  • Produce cost and effort estimations when assessing tenders and opportunities.
  • Provide direct support to the sales department in technical presentations to customers and partners.
  • Create presentations and other support material for the sales department.
  • Study and divulge internally certification processes and regulations about e-voting.
  • Collaborate in the writing of user and deployment manuals and guides.
  • Collaborate in writing papers for international conferences.


  • University degree in computer science, telecommunications, journalism or equivalent level.
  • Previous relevant experience in an IT environment.
  • Exceptional grasp of the English language both spoken and written. Other languages will be a plus.
  • Above average skills with legal and technical documentation and  advance comprehension of the unique parts of these types of language
  • Great communicator, creative and analytical. Able to present complex technicalities in an easy to understand manner.
  • Copy editing experience a plus.
  • Proven experience in working together with sales people for the technical part of highly customized sales proposals.
  • Advanced user of the MS Office package, especially Power Point, Project, Word and Excel.
  • Results driven. Able to prioritize effectively when dealing with multiple proposals and deadlines.
  • Comfortable working autonomously as well as part of a team.
  • Availability to travel worldwide, sometimes on short notice.
  • Knowledge on the following subjects considered advantageous: web-based applications, cryptography (PKI, digital signature...) and digital security, SaaS, US Elections, government procurement process.
  • Experience in public sector contracting will be beneficial.
  • Priority given to candidates with previous Salesforce Experience.
  • Knowledge of software development lifecycles and requirements gathering will be advantageous.
  • Experience working with various Web Sharing applications (Go To Meeting,, etc.) as well as comfortable communicating over the phone are both expected skills.
